Once you see the answer, you realize how simple it turned out to be. You simply reverse the horse as shown.

Proverb Rebus

The first word in the proverb, Its, is clearly drawn in the sketch. The second word, never, is created with a picture of a knee followed by the letters ver. The third word, too, comes from the first part of the picture of the tool. Next, the word, late, is created from the last part of the word tool and the number eight. The next word, to, is derived from the picture of the two men. Finally, the last word, mend, comes from the second part of the picture of the two men and the letter D. The final answer is "Its Never Too Late To Mend".
